Assignment of New Deliveries
This is a reminder each branch should be reviewing all new deliveries in offices with city delivery that began on or after October 22, 2008. If new deliveries were added to other than city delivery, you should be investigating why it was assigned to another form of delivery (if applicable, please remember to interview management and question why they assigned the delivery to other than city).
Each branch must make this a priority. If the new deliveries are not “in growth” on an existing rural or HCR/CDS route it should be assigned to city delivery.

Withholding
In an ongoing effort to monitor the withholding in Region 9, I asked each branch to notify me of all residual vacancies (this is a full-time assignment that went no bid) and the names of all unassigned regulars (those regulars not holding a current full-time bid assignment). This information is extremely important to determine if management is either withholding sufficient assignments for the anticipated excessing of employees and/or whether they should release the withholding.
In addition, I ask you to inform me if any of the residual vacancies (include job assignment number and route or tech number) are abolished and if the number of unassigned regulars change. I have periodic meetings at the area level and need this information to verify the numbers provided to me from management (the area numbers do not always match the district numbers).
Joint Alternate Route Adjustment Process (JARAP)
I, along with the NALC District Lead Team Members traveled to D.C. the week of May 3rd to receive training for the new Joint Alternate Route Adjustment Process (JARAP). The agreement has been released to the field and is posted on the NALC website (www.nalc.org).
All letter carriers should determine whether or not they want their route evaluated and provide your route number and zone to the branch president (units that were not completed in MIARAP Phase 2 and the initial consultation had been completed and time agreed to by the District Evaluation and Adjustment Team (DEAT) will be evaluated. Also, branches should determine if any routes need to be evaluated. This information must be sent to my office, ASAP.
District Lead Team members are responsible for training the DEAT members and all NALC DEAT members will be selected by President Rolando. DEAT members must ensure the Local Office Contacts (LOC) receive the checklist and review all items with the LOC members. Communication is imperative in this process and our members deserve nothing less. Branch officers are reminded to select individuals who are willing to communicate with all letter carriers in their units.

Article 8 (Window of Operation issues)
As previously requested, all branches should be reviewing their Article 8 grievances to determine if they have a large amount of repetitive grievances involving the Window of Operation issue (also 1700 issue). Please provide the information, ASAP, to my office. The information should include the number of grievances, what level they were resolved (Informal/Formal A, Step B, etc.), what caused the grievances (5 o'clock issue, policies from management regarding TE/PTF start times, NS Day OT, etc.) and how often non-otdl employees are mandated.
If the information is not provided, it can be assumed your branch does not have an issue.
Note: Please do not include quarterly overtime issues.
NALC National Convention
The 67th Biennial Convention is fast approaching and branches are reminded of the following deadlines:
Delegate eligibility lists must be completed and returned to the office of Secretary-Treasurer Jane Broendel at NALC Headquarters no later than June 10, 2010, in order for branch representatives to be registered as delegates to the 67th Biennial Convention in Anaheim, California, August 9–13.
All proposed amendments to the NALC Constitution to be submitted for consideration by the delegates in Anaheim must be received by Secretary-Treasurer Broendel at NALC Headquarters by no later than June 10, 2010. The June 10 date is 60 days in advance of the convention, as prescribed by the Constitution. Proposed amendments will appear in the July 2010 Postal Record for the entire membership to review. Note: Any resolution considered and approved by a previous convention will not be considered at the Anaheim convention unless the motion is to disapprove or rescind a previous action. Also, resolutions and amendments must conform to the provisions spelled out in Articles 12 and 19 of the NALC Constitution regarding form and method of endorsement. This will be Fred Rolando's first National Convention, serving as NALC President. I look forward to seeing all the delegates there!
There are many issues facing the USPS and NALC today that could have a great impact on our jobs. Please attend your union meetings and stay informed. In addition, I encourage and ask all members to sign up for automatic contributions to COLCPE, e-Activist and Carrier Corps. Review the entire state website for current information on legislative and political issues.
